应英国牛津大学举办方的邀请，环境法研究所柯坚副教授于4月14日至15日参加了由牛津大学举办、澳大利亚国立大学和联邦论坛组织协办的“联邦体制下的流域”的工作会议。会议在牛津大学圣胡斯学院举行，参加本次工作会议的二十余名代表来自于中国、英国、美国、澳大利亚、加拿大、巴西、西班牙、墨西哥、南非、印度，以及欧盟、经济发展与合作组织等国家和国际机构。会议中，柯坚副教授就中国流域管理体制与法律制度的发展进行专题介绍和评论，并从不同国家体制下流域管理体制和法律制度的差异性等角度回答了与会者提出的问题。4月16日至19日，柯坚老师还应邀参加了牛津大学举办的“水安全、风险与社会”的研讨会，他就中国的水安全问题及其立法反应做了概括性发言，并回应了与会者的相关问题。该研讨会是一次关于水安全问题的跨学科学术研讨会，包括英国政府首席科学顾问约翰•拜丁顿（John Beddington）爵士在内的一些国际知名学者参加了此次研讨会。

Prof. Ke Attended the Meeting in Oxford

With the invitation from Oxford University, UK, from April 14~15, Ke Jian, an associate professor of the Research Institute of Environmental Law (RIEL) of Wuhan University, participated the workshop meeting of River Basin under the Federalism, which was sponsored by Oxford University, and co-sponsored by Australia National University and Federal Forum. The meeting was hosted in St. Hugh’s College of Oxford University. More than 20 experts who were from China, UK, US, Australia, Canada, Brazil, Spain, Mexico,South Africa, India, EU, and OECD attended the meeting. In the meeting, Pof. Ke introduced the development of the authorities and institutions of river basin management in China and gave some comments on the issue. After the introduction and comment, Prof. Ke also responded to questions from participants in the perspective of the otherness under the different national authorities and legal institutions in river basin management. From April 16~19, Prof. Ke also attended the seminar of Water Safety, Risk and Society. He gave a brief speech on the problem of water safety in China and its legislation, and responded to some questions. The seminar is a multi-discipline academic seminar on the issue of water safety. Participants included some internationally famous experts, such as Knight John Beddington, the chef scientific consultant of UK government.
