世界自然保护同盟环境法学院和武汉大学环境法研究所邀请中国的环境法学者参加第一届“培训者培训”高级研修班,该班于2011年2月28日-3月4日在武汉大学举办。
本次高级研修班的目的是培训20位环境法学者,这些学者在结业后将与环境法学院的培训者合作,在全国范围内讲授环境法课程。
目前,全国有640所法学院系,“培训者培训”项目的目标是尽可能多地培训中国环境法学者,以提高他们的环境法教学水平。“培训者培训”高级研修班的结业学员将会同环境法学院中来自世界各国的环境法学者一起合作,共同推广环境法教学并提高中国的环境法教学水平。
参加“培训者培训”高级研修班的学员将从中国目前拥有环境法硕士学位授予权的60多所高校中选拔,学员应该至少有五年的环境法教学经验,拥有环境法硕士学位或者博士学位,曾经出版过教材,英语水平较好。学员选拔中,同时会考虑地区分布和性别因素。
世界自然保护同盟环境法学院是世界自然保护同盟专门建立的一个旨在促进国际社会和世界各国环境法制发展、环境法的教学和研究发展的学术机构,代表世界自然保护同盟组织全球环境法领域里的学术交流和实践活动。“培训者培训”项目是环境法学院联合中国的武汉大学和美国的佛蒙特大学发起的一项重大工程。
“培训者培训”高级研修班将邀请国际知名的环境法学者和中国著名的环境法学者授课,主要内容涵盖环境法教学的核心内容,包括环境法的主要内容(从比较法和中国法的视角)、国际环境法的作用及影响、环境法与其他学科的关系(自然科学、经济学、哲学和伦理学)、国际环境法和比较环境法的最新发展等。
本次高级研修班的一个重要特色是学员将有机会接触多种教学方法和实践,内容涉及环境法的讲授和课程评估。
高级研修班结束后,世界自然保护同盟环境法学院将给每个学员颁发结业证书。在以后环境法教学的中国推广计划中,环境法学院和武汉大学环境法研究所将优先考虑结业学员。如果学员将来在环境法教学的中国推广计划中担任了授课教师,环境法学院将会授予其世界自然保护同盟环境法学院培训教师称号。
“培训者培训”高级研修班不收取学费,学员在武汉大学期间的伙食费用及教材费用由武汉大学环境法研究所承担,差旅费及住宿费自理,住宿由武汉大学环境法研究所统一联系安排。请有意向参加培训的学员在10月31日之前发送电子邮件联系。

INVITATION TO DISTINGUISHED CHINESE ENVIRONMENTAL LAW SCHOLARS
TRAINING THE TEACHERS PROJECT
The IUCN Academy of Environmental Law and the Research Institute for Environmental Law at Wuhan University are pleased to extend this invitation to distinguished Chinse environmental law scholars to apply to participate in the first Training the Teachers Advanced Course at Wuhan University from 28th February to 4th March 2011.
The purpose of this Advanced Course is to prepare 20 selected participants to subsequently deliver, in collaboration with Academy trainers, a “Basic” Training the Teachers course to other Chinese legal scholars who are willing to develop and deliver an environmental law course within their Law school.
With more than 640 Law Schools in China, this project aims to ensure that environmental law is taught effectively in as many of them as possible by targeting existing legal scholars who are willing to take up the teaching of environmental law. The participants in the Advanced Course will be the leaders and champions in this exciting project and will also have the opportunity to work alongside highly experienced and expert Academy trainers from other parts of the world.
Participants in the Advanced Course will be scholars from within the 60 or more Law Schools currently offering MEL programs in China, and will need to have taught environmental law for at least 5 years. They must also have at least a Masters in Environmental Law and preferably a Ph.D in the field of environmental law, they will have written or edited an environmental law textbook and preferably they will have proficiency in English. Selection of the final list of 20 participants will take into account the need for geographical distribution to ensure extensive delivery subsequently of the Basic Course by the participants and also the need for gender balance.
This project is an initiative of the IUCN Academy of Environmental Law, working in collaboration with RIEL at Wuhan University and another of the Academy’s member institutions, Vermont Law School. The Academy is an international network of Law Schools dedicated to promoting teaching and research in environmental law (see www.iucnael.org).
The Advanced Course will be delivered by very experienced and respected Academy and Chinese scholars and will enable participants to understand the various elements of the Basic Course that they will be expected to deliver subsequently. The course will summarize key elements of environmental law from both a comparative and Chinese perspective, the role and influence of international environmental law, the relationship between environmental law and other disciplines (science, economics, philosophy and ethics) and will include a session on recent developments in international and comparative environmental law.
Another exciting and important aspect of the course will be the opportunity for participants to examine a wide range of methodologies and practices with respect to the teaching and assessment of environmental law.
At the conclusion of the Advanced Course, participants will receive a Certificate of Attendance from the Academy. After the course, participants will be supported by the Academy and RIEL in making arrangements for the delivery of the Basic Course in various locations across China. Upon the successful delivery of these Basic Courses, participants will receive a Certificate from the Academy recognising their status as an IUCN Academy of Environmental Law Trainer.
