On the evening of April 27, 2018, Prof. Ke Jian was invited to participate in the Academic Report of the Forum of Famous Speakers of Northwest University and was appointed as a part-time professor.

Prof. Ke Jian introduced the issue of environmental governance from the conference room pattern. He said that the environmental issue is not a purely technical and purely institutional issue. We must think in terms of culture, history, and domestic and international perspectives. China’s rapid economic development and enhanced overall national strength have brought about benefits and also destroyed the nature and brought about certain harm. Humans face the challenge of environmental and resource crisis, and they urgently need to be adjusted by laws to achieve realistic goals. Under different social backgrounds and political systems, people's social cognition of the environment is completely different. How to ease and reduce public fear of the environment and the distrust of the government from the legal system and the legal governance level and balance the relationship between the public appeal and economic development has become an important issue, and it is necessary to consider various forces. The formulation of a new environmental protection law is aimed at protecting and improving the environment, preventing pollution and other public hazards, safeguarding public health, promoting the construction of ecological civilization, and promoting sustainable economic and social development. We must recognize the limited function of the legal system and use the national strategy to promote the transformation of the development model in order to solve the predicament of implementing the environmental law.
