A few days ago, Professor Alexander Zahar was invited as an international expert to conduct an international review of the EU’s climate change action at the European Commission headquarters in Brussels, Belgium. During Brussels, Professor Zhang Zhiwei led an international technical expert group to conduct independent review of the EU's two main climate-related reports. The background of this work is the obligations of the 1992 UN Framework Convention on Climate Change (UNFCCC) and the 1997 Kyoto Protocol. Although the 28 member states of the European Union have ratified the two treaties, the EU itself is also a party. It must act as a separate entity to report on its actions under the two treaties.
