On the afternoon of June 7, 2017, the fiftieth lecture of the Luojia Environmental Law Forum was held in the classroom 325 of the law school. This forum invited an Associate Professor of Roy A. Partain from University of Aberdeen, UK, with the theme of "Research on the Legal Issues of Oceanic Combustible Ice Exploration and Development". This lecture was chaired by Associate Prof. liu jing from RIEL. Professor Tuholske from Vermont Law School, Professor Qin Tianbao, Professor Kejian, Professor Alexander Zahar, Associate Professor Luo Gi, Associate Professor Li Guangbing, Director Hu bin, Doctor Wu Yu and doctoral students and master students attended the lecture.
At the beginning of the lecture, Prof. Liu Jing gave a brief introduction to the conference process and the background experience of the speaker Dr. Pastain. Dr. Pastain presented the beauty of the University of Aberdeen to the students and teachers.
Then, Dr. Partain gave a lecture on his lecture theme. The first half of the lecture focusing on four questions: What is combustible ice? What is the distribution of combustible ice? What is the potential benefit of combustible ice? What is the potential risk of combustible ice? In the second half of the lecture, Dr. Partain elaborated on legal regulation of combustible ice as energy and legal regulation of combustible ice as water resources. Dr. Partain concludes that international environmental law can be used to solve the problem of oceanic combustible ice, but the distribution of combustible ice in various countries may affect the implementation and efficiency of these rules.
Then, Professor Alexander questioned whether the combustible ice had a competitive price and the risk prevention principle applied to the risk control of combustible ice resources development. Professor Ke Jian also questioned the application of environmental impact assessment mechanism in combustible ice development activities in different countries, Dr. Partain and all the participants carried out a wide range of discussion.
