From June 23 to 24, 2017, professor Qin Tianbao was invited to attend the "closed meeting of experts group for the global pact for the environment" and the global environment convention conference: toward a global pact for the environment: action for the planet, action through law, held in Paris, France.

June 23, 2017, "the global environment convention drafting expert group internal meeting" was held in French constitutional council. The meeting was chaired by the chairman of the French constitutional council, Laurent Fabius, who is also chairman of the 21st conference of the parties to the convention on climate change, officials from the United Nations National Committee, United Nations Environment Program and the World Conservation Union, grand judges from Brazil, Belgium, India, United Kingdom and other countries, and environmental law professors from China, Australia, Poland, Pakistan, Russia, Colombia, Germany, Canada, the United States, Norway, Tunisia, Turkey, Switzerland, Italy, India and the host state France, as total of more than 40 people attended the environmental law meeting. RIEL part-time researcher professor Sima Beno, friends of RIEL, associate professor of North China Electric Power University Li Qingbao, professor of China University of Political Science and Law professor Wang Canfa, also participated in this meeting. The meeting discussed one by one the "global environment convention (draft)" drafted by the project team, and professor Qin Tianbao and other participants put forward their own views on the structural optimization of the convention (draft) and the terminology and the specific provisions, and complete the initial text.

On June 24, 2017, Professor Qin Tianbao attended the "global environmental convention" conference held at the Sorbonne University in Paris, France, and more than 400 people from France and the rest of the world attended the conference.

During the conference, professor Qin Tianbao distributed the propaganda materials of RIEL to the participants and had extensive exchanges and communication with the old and new friends. There was a lot of consensus on the further expansion of the scope and content of the international cooperation of RIEL.

After the conference, Professor Qin Tianbao also accepted the television interview of the conference organizers, expressed views on the importance of the convention, the acceptability of countries and the future development trend.
