On the morning of June 27, 2017, the fifty-second lecture on the Luojia Environmental Law Forum was held at the 325 classroom of the law school. The lecture has invited Dr. Zhu Jinshan, a Humboldt scholar at the University of Potsdam. The theme of the lecture was "research on legal economics in the background of technology and engineering". This lecture was chaired by RIAL Associate Prof. Liu Jing, Prof. Qin Tianbao, Professor Ke Jian, Prof. Alexander Zahar, Director Hu Bin and doctoral and master students attended the lecture.
At the beginning of the lecture, Prof. Liu Jing gave a brief introduction to the background experience of Dr. Zhu Jinshan, and then, Dr. Zhu Jinshan gave a lecture on his theme.
Dr. Zhu Jinshan first showed us a set of distinctive European architectural photographs. After revealing the legal policy behind the unusual style of these buildings, Dr. zhu pointed out that there was a relationship between technology, economy and law.
Subsequently, Dr. Zhu Jinshan introduced two projects.
The first project is called "China carbon governance and its experience transplantation". Dr. Zhu Jinshan's analysis of the successful experience of china's introduction of the project under the clean development mechanism was mainly introduced in the four aspects. First is the variable price floor; the second is discriminatory tax; the third is to enter the barriers; the last one is the logical content of the first three content, but also the logical starting point, that is, the potential for emission reduction shall be used as national resources.
In summarizing the first project, Dr. Zhu Jinshan pointed out that china's unique CDM rules do not necessarily prosper the carbon market, but these rules have other functions; China's success in the clean development mechanism is mainly due to macro investment environment is relatively mature.
Dr. Zhu Jinshan's second project is called "climate engineering regulation", which is an ongoing project. Dr. Zhu Jinshan introduced some of the advanced engineering techniques related to this, and elaborated on the structure and progress of climate engineering regulation projects, technical background and legal reality and the ethical risks of climate engineering (including moral hazard and economic ethical risks).
After that, Dr. Zhu Jinshan summed up the role of methodology and engineering technology in traditional legal economics and the challenges and opportunities of the research of legal economics in the background of technology and engineering
At the end of the lecture, Professor Ke Jian, Professsor Liu Jing, gave a brief comment and summary of the lectures, the students present their own questions, Dr. Zhu Jinshan and other participants launched a heated discussion. The lecture ended in a warm atmosphere.
