Teachers of RIEL participated in the CPPCC special research meeting on amendments of Water Pollution Prevention and Control Law

February 15, 2017, vice chairman of the CPPCC National Committee, vice chairman of the CPPCC Central Committee Qi Xichun led the “People's Republic of China Water Pollution and Control Law (Amendment) draft” special research group to Wuhan to hold a meeting. Lv Zhongmei, deputy director of the Social and Legal Committee of the CPPCC National Committee and CPPCC research group members, Hubei Province CPPCC leaders led a total of more than 40 people attended the research meeting.

Director assistant of RIEL, associate professor Li Guangbing, and Prof. Qi Jiangang, participated in the special research meeting. The Director of Qin Tianbao submitted detailed written amendments. Prof. Wang Jin, Peking University, Prof. Hou Jiaru, Professor of China University of Political Science and Law, Professor Qiu Qiu of Hubei University of Economics, also attended the research meeting.

Professor Qi Jiangang first proposed the amendments proposal for “People's Republic of China Water Pollution and Control Law (Amendment) draft” in terms of the specific terms of the draft; he made 18 amendments proposals, and explicated reasons and resource of each proposal.

Associate Professor Li Guangbing pointed out that the main spirit of "Water Pollution Prevention Law" amendment is aim to implement is to implement the "water ten", cohere with the revised "Environmental Protection Law." He argued that the draft needed to further clarify the responsibility of the government and improve the principle of "improving the quality of the water environment". He also proposed four amendments to the specific provisions of the draft.

Professor Lv Zhongmei, deputy director of the Committee of Social and Legal Committee of the CPPCC National Committee, affirmed their suggestions. She believes that they have been working with a positive attitude so that they can complete the high-quality legislative proposals in a short period of time. The proposal is based on the latest revision of the "Water Pollution and Control Law (Amendment) draft", with strong professional and targeted.

At the meeting, experts from Zhongnan University of Economics and Law, Hubei University of Economics, Chinese Academy of Sciences Water Engineering Ecology Research Institute, Huazhong University of Science and Technology, Hubei University and other 9 scientific research institutes have spoken.
