Prof. Du Qun invited to interpret “Regulations on Mountain Protection of Sanya”

On the morning of October 27, Prof. Du Qun was invited to interpret “Regulations on Mountain Protection of Sanya” for more than 200 cadres from party and government organs.

“Regulations on Mountain Protection of Sanya” is the first comprehensive local legislation specialized in mountain protection in China, of which the second drafting and argumentation was undertaken by Prof. Du Qun’s team. At present, the regulations have been approved and will be implemented from November 1, 2016. The main contents of the regulations consist of 6 chapters and 42 articles in total, including the general provisions, the protection and rational use of mountains, the prevention and rehabilitation of mountainous damage, the supervision and management of mountain protection, the legal liabilities and the supplementary provisions. Prof. Du Qun mainly talked about the necessity and importance of the formulation of the regulations, as well as the main contents, explaining the protection scope of mountain classification list, the management system and the comprehensive coordination mechanism, the mechanism of multi-subject supervision and decision-making, damage prevention and rehabilitation and related legal liability and other contents.

The “Regulations on Mountain Protection of Sanya” is the application and practice of integrated management theory of ecosystem in legislation, and also the remarkable stage achievement of the National Social Science Fund major project conducted by Prof. Du Qun.
