Teachers and alumni of RIEL attend expert seminar on “Nuclear Safety Law (Draft)”
On the morning of November 22, 2016, the expert seminar on “Nuclear Safety Law (Draft)” and the 32th (70 in total) legislative expert consultation meeting of China Law Society were held in Beijing. Prof. Qin Tianbao, Prof. Li Qijia, Alumni Bie Tao, Li Jingyun and Prof. Cai Xianfeng were invited. Prof. Wang Jin of Peking University submitted a written proposal.
Bie Tao, the director of department of Policy and Regulation, Ministry of Environmental Protection, and Ding Min, the deputy director of National People’s Congress Environmental and Resources Committee, introduced the drafting background and main considerations of “Nuclear Safety Law (draft)”, respectively. Subsequently, more than 10 experts and scholars expressed their opinions. Prof. Qin Tianbao, Prof. Li Qijia, Prof. Cai Xianfeng gave speeches separately.
Experts and scholars present agreed that it’s necessary to develop a “Nuclear Safety Law”. With a good legislative foundation, the draft was suggested to be further revised from the perspective of the legal regulation scope, nuclear safety standard, supervision institution, operation permission of nuclear facilities, disposal of radioactive waste, contingency plan for nuclear accident, nuclear accident investigation, public participation, legal liability and written expression.
