Prof. Wang Shuyi attends expert seminar on “Forest Law (Draft for Comment)”

On the afternoon of October 17, the expert seminar on “Forest Law (Draft for Comment) was held in Beijing. Prof. Wang Shuyi, and Assoc. Prof. Yang Zhaoxia from Beijing Forestry University attended the seminar and put forward proposals.

The vice president of China Law Society Li Lin hosted the seminar and pointed out that the legal position and value of the basic functions should be clear during the amendment of Forest Law, rights and obligations should be combined to protect the forest rights. In addition, protection should be given priority to management in dealing with the relationship between them.

The experts and scholars agreed that it was necessary to start the amendment work at this stage since “Forest Law” has been enacted for nearly 20 years. The guiding ideology of the amendment of Forest Law should be based on the requirements of market-oriented and ecological-oriented forestry development. The experts and scholars also suggested further modification of the legislation orientation, reform of forest property system and deforestation system, public interest litigation, chapter structure, the convergence with “Administrative procedure Law”, “Administrative Permission Law”, “Criminal Law”, “Environmental Protection Law”, as well as the definition of core concepts and verbal expressions.
