Prof. Qin Tianbao attends the negotiations of United Nations Convention on the Law of the Sea
The second session of the UN Preparatory Committee for the Negotiation of the Conservation and Sustainable Use of Marine Biodiversity beyond National Jurisdictions was held from August 26 to September 9, 2016, in New York, United States. Prof. Qin Tianbao, at the invitation of the Ministry of Foreign Affairs and the State Oceanic Administration, participated in the negotiations as the legal advisor of Chinese delegation. The work of the Preparatory Committee has received high attention from governments and relevant international organizations, attracting about 300 participants from over 100 countries and 20 intergovernmental international organizations.
As a legal expert, Prof. Qin Tianbao attended the consultation and negotiation on marine genetic resources, environmental impact assessment, marine protected areas and so on. During the meeting, he worked closely with the delegation to provide timely and accurate legal advice, which was accepted by the delegation. Prof. Qin Tianbao has long been engaged in legal and policy research on land and marine biodiversity, he has submitted a number of advisory reports and opinions to relevant state department, providing theoretical support for relevant domestic legislation and international negotiations.
It is noted that, the United Nations General Assembly resolved to develop a binding international legal document on the conservation and sustainable use of marine biological diversity on 19 June 2015. It also decided to establish a preparatory committee before the intergovernmental meeting to make efforts to come to agreement on the substantive matters of future negotiations by consensus.
