“Regulations on Xiangyang Water Environment Protection in Hanjiang River Basin (Draft)” drafted by RIEL makes legislative progress

In the middle of April, 2016, the regulation drafting project composed of RIEL, China University of Geosciences, Huazhong Normal University, Xiangyang Environmental Protection Bureau and former chief engineer Sun Xianghui of Xiangyang City carried out preliminary research on legislation and submitted the “Regulations on Xiangyng Water Environment Protection in Hanjiang River Basin (Draft for Discussion)”. Xiangyang municipal government organized an inter-departmental coordination meeting, focusing on the “government responsibilities” chapter for discussion. Several guiding proposals like local issues, limited legislation and operational legislation were put forward.

In early May, “Regulations on Xiangyang Water Environment Protection in Hanjiang River Basin (Draft for Discussion)” was published in the official website of Xiangyang Environmental Protection Bureau, on June 28, it was formally submitted to the Xiangyang People's Congress Standing Committee for consideration.

It is reported that Prof. Du Qun is the chief expert who undertook the research, argumentation and drafting of the regulations. It is also one of the stage achievements of major project of the National Social Science Foundation. Alumni Wang Qingjun, Liao Xiaoling, and postgraduate students Du Dianhu, Che Dongsheng, Kang Jingtao, Zhang Qijing, Li Xiaoling, Xie Fei participated in the drafting of this legislation.
