Prof. Ben Boer attends 2016 Guiyang International Forum on Ecological Civilization

On July 8-10, 2016, the “1000 Talents Program” Professor Ben Boer was invited to attend the 2016 Guiyang International Forum on Ecological Civilization. This international forum includes 60 sub-forums, attracting more than 1,200 officials, scholars and experts from governments, universities, enterprises and NGOs from home and abroad.

The theme of this forum is “Towards a New Era of Ecological Civilization: Green Development & Combination of Knowledge and Action”. Prof. Ben Boer gave a lecture entitled “Eco-Civilization Culture and Environmental Rule of Law” at the sub-forum of “Great Cultural Action towards a New Era of Ecological Civilization”. He pointed out that environmental law which has been widely recognized in the promotion of ecological civilization is playing an important role in balancing of national economic development and environmental protection. It means that, globally, it is important to reexamine all aspects of environmental law and systems to ensure a more integrated legal framework and more “green” laws. For China, more efforts should be made since the 2014 new Environmental Protection Law defined “ecological civilization” as a legislative purpose. China's “thirteen-five” plan also put forward the “ecological civilization”, but did not carry out an effective legal reform as a support.
