Teachers of RIEL attend the first joint meeting of National Environmental and Resources Judicial Theory Research Base and Practice Base

Recently, the Supreme People's Court held the first joint meeting of National Environmental and Resources Judicial Theory Research Base and Practice Base in Renmin University of China. Prof. Cai Shouqiu, Prof. Qin Tianbao, Assoc. Prof. Luo Ji, and Alumni Deputy Director Bie Tao of Policy and Regulation Department of Ministry of Environmental Protection, the NPC delegate Dr. Cai Xueen and Prof. Chen Haisong from Central South University participated in the meeting.

At 9:00 on May 20, 2016, the meeting initiated under the chairmanship of Vice-President Wang Xuguang. And Jiang Bixin, the deputy secretary of the Supreme People's Court and Han Dayuan, the dean of Law School of Renmin University of China gave speeches, respectively.

The morning session consists of keynote speeches around the environment-related judicial theory and practice issues. Prof. Cai Shouqiu, Prof. Sun Youhai, Judge Luo Chaoguo, Prof. Qin Tianbao, Prof. Gao Guilin, Prof. Luo Li, Prof. Hou Jiaru, Judge Liu Jiangong and Prof. Zhou Ke made in-depth statements on important theoretical and practical topics including the environmental regional governance, the judicial response to Beijing-Tianjin-Hebei pollution, environmental infringement trial mechanism, the pre-program of environmental administrative public interest litigation, the role of procuratorate in environmental justice, environmental tort liability and environmental protection, etc. In theory brainstorming session, Deputy Director Bie Tao, Prof. Cai Shouqiu and other participants discussed the theory and practice of the ecological damage compensation. The afternoon session was chaired by Wei Wenchao, the deputy chief judge of the environmental tribunal of Supreme People’s Court. Prof. Zhou Ke and Prof. Luo Ji, on behalf of two research bases of environmental and resources judicial theory, made work reports, respectively.
