Researcher Chen Shang from SOA First Institute of Oceanography visits RIEL

On June 15, 2016, Researcher Chen Shang from the First Institute of Oceanography of State Oceanic Administration visited RIEL and attended a colloquium on “two-track design of ecological compensation” with teachers of RIEL. Prof. Qin Tianbao, Prof. Ke Jian, Assoc. Prof. Luo Ji, Assoc. Prof. Li Guangbing, Assoc. Prof. Wu Zhiliang, Dr. Hu Bin, and some graduate students participated in the colloquium.

First, Researcher Chen Shang briefly introduced “Regulations on Oceanic Ecological Compensation Management of Shandong Province”. Then, he gave a report entitled " Two-track Design of Ecological Compensation ". He noted that there were two main oceanic ecological environmental problems currently, namely, the environmental pollution and ecological damage. Preventive means, which ecological compensation belongs to, and post means can be used to cope with these problems. Researcher Chen further mentioned the feasibility of beforehand ecological compensation. Finally, he mainly introduced the necessity of two-track oceanic ecological compensation and its system framework.

In the discussion, the design of oceanic ecological compensation developed in Shandong Province was widely praised. Meanwhile, Prof. Ke Jian offered suggestions to the report from the theoretical perspective. He believed that the marine ecologically-fragile regions could not directly be reclaimed. Assoc. Prof. Luo Ji believed that ecological compensation was a viable means currently since China's “Environmental Protection Law” encouraged it. Assoc. Prof. Wu Zhiliang and Assoc. Prof. Li Guangbing also put forward their views from different aspects.
