Teachers of RIEL attend China Law Society Expert Advisory Seminar on “Water Pollution Prevention Law (Revised Draft)”
On the morning of June 21, 2016, the expert advisory seminar on “Water Pollution Prevention Law (Revised Draft)” and 17th and legislative expert consultation were held in Beijing. Prof. Cai Shouqiu, Prof. Luo Ji, Prof. Lv Zhongmei, alumni Hu Baolin, Bie Tao, Prof. Wang Shijin and Prof. Qiu Qiu attended.
Before the seminar, Deputy Director Bie Tao and Guo Jinlong, briefly introduced the modification background and main consideration of the “Water Pollution Prevention Law (Revised Draft)” respectively. Prof. Lv Zhongmei, Prof. Cai Shouqiu, Prof. Zhou Ke, Prof. Cai Shouqiu, Prof. Qiu Qiu, Assoc. Prof. Luo Ji and other scholars and experts successively made statements, and Cheng Hu, the deputy president of Beijing Fourth Intermediate People's Court, submitted the written proposal on revision.
The experts and scholars agreed it is necessary to start the revision since the current water pollution was increasingly serious. They believed that the revised draft amended the water quality objectives, the prevention and control regulation system, source prevention, and the main responsibilities of all parties, it also adopted a number of concept in line with current development requirements. The experts and scholars proposed to further revise and perfect the draft from the perspective of the legislative basis, the legislative ideas, the competent authority, the wetland protection, market mechanisms, legal responsibilities, the relationship between the Environmental Protection Law and the Water Law, the frame structure, the written expressions and the legislation techniques.
