Teachers of RIEL attended Dapeng Forum on Ecological Civilization in Cities of Bay Areas

On April 16-17, 2016, the Dapeng Forum on Ecological Civilization in Cities of Bay Areas was successfully held in Shenzhen. Focusing on hot and difficult issues of urban ecological civilization of bay areas under the new situation, the forum passed the “Pengcheng Proposal” and published the Green book on Ecological Civilization Construction of Key Bay Area. Chen Zongxing, the director of China Association for Ecological Civilization Research and Promotion and the eleventh CPPCC vice chairman, and Mr. Chen Jining, Minister of Environmental Protection, attended the forum and delivered speeches. Prof. Qin Tianbao, Director of Research Institute of Environmental Law (RIEL), WHU, and alumni Dr. Li Shuisheng and Dr. Xia Guang were also invited as speakers.

With the theme of “ecological priority & green growth - new opportunities and challenges for the ecological civilization construction in cities of the bay areas”, more than 20 representatives from home and abroad on behalf of bay area cities, and experts in related fields, gathered in Shenzhen Dapeng New District, deeply discussed the new ideas, new directions and new paths of the ecological civilization construction in cities of bay areas from the perspectives of national strategies and policies, theory suggests, and practice operations.

Prof. Qin Tianbao made a speech in the first part “the main task and system innovation of ecological civilization in bay area cities”. His speech entitled “The Construction of the Multi-governance Environmental System under the Background of Ecological Civilization” was highly concerned by delegates, which introduced the scope and orientation of related multi-governance bodies and their interaction as well as the multi-governance safeguard mechanisms. Alumnus Dr. Li Shuisheng also made a keynote speech in this part. Prof. Xia Guang, the part-time professor of RIEL and the director of Policy Research Center of Ministry of Environmental Protection, made a statement in the second part “the path and mode of comprehensive governance in bay area cities”.

It is reported that the China Association for Ecological Civilization Research and Promotion has also published the Green book on Ecological Civilization Construction of Key Bay Area with four parts including the socio-economic development of bay areas, the present and challenges of ecological civilization construction in bay areas, foreign experiences of ecological civilization construction in bay areas and China’s path choice. In addition, the forum invited well-known experts and scholars to form the Dapeng think tank, providing a strong intellectual support for the civilization construction in cities of bay areas and a leap-forward development of Shenzhen’s East Strategy in the eastern region.
