Prof. Cai Shouqiu reviews the development of RIEL
On April 26, 2016, the Celebration Series for the 35th Anniversary of RIEL and 11th RIEL Alumni Salon invited Prof. Cai Shouqiu, the former director of RIEL and the director of China Association for Environment and Resources Law. He gave a wonderful lecture entitled “The Review of the Development of RIEL, WHU”.
Prof. Cai’s lecture was divided into six parts. The first part was called “Return to Luojiashan”. Prof. Cai graduated from Wuhan University in 1968 and returned after 12 years. The second part is about his experiences and stories of the early establishment of RIEL, which is not easy and should be cherished. In the third part, Prof. Cai, as one of the main participants, introduced the legislative changes of 1979 Environmental Protection Law made by the leading drafting group, stressing the importance of teamwork in legislation. In the fourth section, Prof. Cai talked about the establishment of RIEL’s doctoral program, key disciplines, key base and research group, he also pointed out that academic exchange and platform is the foundation of China’s environmental rule of law. In the fifth part, Prof. Cai was very proud that RIEL had cultivated a large number of officials and scholars since its establishment, and also gave personal advices about self-selection. In the last part, Prof. Cai pointed out that good academic works could inspire harmonious teacher-student exchanges and rational academic debates.
In the interactive section, Assoc. Prof. Li Guangbing, Prof. Ke Jian, Dr. Hu Bin, as former students or colleagues, recalled the experience of studying and working with Prof. Cai, and expressed their gratitude. Prof. Qin Tianbao summarized that RIEL’s status today is inseparable from Prof. Cai’s outstanding leadership and contribution. Prof. Cai’s excellent physical and mental state, as well as his rigorous, lasting academic attitude were really rare and admirable.
