Prof. Mark Poustie visited Luojia Lecture Series on Environmental Law
On March 21, 2016, the 21th Luojia Lecture Series on Environmental Law invited Prof. Mark Poustie from Strathclyde University, UK, who gave a lecture entitled “Paris Agreement: Success or Failure?” This lecture was chaired by Dr. Hu Bin. Prof. Qin Tianbao, Prof. Ke Jian, Prof. Ben Boer, Assoc. Prof Benoit Mayer and most master and PhD students attended.
Prof. Mark Poustie first emphasized the importance and necessity of focusing on the climate change and stressed the application of “common but differentiated principle” in developed and developing countries through brief presentation on the 1992 “United Nations Framework Convention on Climate Change” and 1997 “Kyoto Protocol”. Subsequently, Prof. Mark Poustie briefly introduced the temperature control goal in Paris Agreement from legal binding, principle of common but differentiated, mitigation measures and funds, in which he emphasized the adaptation mechanisms, transparent emission reduction, capital loss and damage mechanisms, etc. Finally, he evaluated the outcome of the Paris Conference. Though not perfect, it is a big step forward in the process of global climate governance.
Prof. Ben Boer and Assoc. Prof. Benoit Mayer Professor commented and reviewed the lecture and discussed the equity issues, litigation, and damage mechanisms in common but differentiated principle with teachers and students.
