Prof. Marjan Peeters visited Luojia Lecture Series on Environmental Law

On April 5, 2016, at the invitation of Collaborative Innovation Center of Judicial Civilization, Prof. Marjan Peeters visited RIEL and delivered a lecture entitled “Latest Development of EU Environmental Law”. This lecture was chaired by Prof. Qin Tianbao, the director of RIEL. And Dr. Hu Bin and most students in environmental law and international law attended.

The lecture was divided into two parts. First, Prof. Marjan Peeters briefly introduced the development of EU environmental law from 1972 to 2009 and analyzed the legislation, jurisdiction, law enforcement, standing in EU environmental law, which has been formed a complex legislative system so far. Next, she explained the design pattern of good law from the behavior regulation and legislation systems. In addition, Professor Peeters made a brief introduction on the 2013 Green Economy report released by European Environment Agency (EEA), noting the feasibility of developing green economy and energy conservation.

In the second part, around the “Renewable Energy Directive”, Prof. Peeters introduced the EU “20-20-20” strategic objectives, specific provisions of the different Member States’ development goals. Then she detailed the legal obligations of member States and the statistical transfer in the “National Action Plan of Renewable Energy”. Finally, Prof. Peeters concluded that EU still need continuous trials and learning to play the role of government and improve the EU legislative system.
