Prof. Wang Xi visited Luojia Lecture Series on EL & RIEL Alumni Salon

On April 8, 2016, the 26th Luojia Lecture Series on Environmental Law and RIEL Alumni Salon invited Prof. Wang Xi, who is the director of Research Institute of Environmental Law of Shanghai Jiaotong University. As the first master student graduated from RIEL, Prof. Wang Xi is one of the main founders of doctorate program of environmental and resources law of WHU and Humanities and Social Science Research Base, Ministry of Education. He delivered a report entitled “The Amendment of Environmental Protection Law: Review and Summary”.

Presided by Prof. Qin Tianbao, this lecture attracted many scholars, lawyers and most doctoral and master students in RIEL, including Prof. Li Qijia, Assoc. Prof. Luo Ji, Dr. Hu Bin, Prof. Zhu Qian from Suzhou University, Pro. Hou Jiaru from CUPL, Prof, Zhu Xiao from RUC, Dr. Guo Hongyan and Dr. Wang Xuan from Environmental and Economic Policy Research Center of MEP, etc.

First, Prof. Wang Xi pointed out that this amendment summary is the review of his personal research process, with the purpose of gaining new ideas. He detailed the attempt and research of the infancy, exploration and preliminary formation of the revised Environmental Protection Law and expected results, stressing the local government as a breakthrough. Prof. Wang also pointed out multi-governance model from the strategic perspective to identify and improve the special function of the Environmental Protection Law as a fundamental law. Finally, Prof. Wang Xi explained the governments’ functions in environmental governance, highlighting the importance of the CPC Central Committee Party Congress Report, and talked about his own view about whether to learn from American experience.

In the interactive session, many participants share their experiences and feelings. Professor Wang Xi also discussed government’s role in environmental governance under the principle of prevention, and the relationship between government and the environmental public interest litigation with teachers and students.
