Dr. Liu Nengye visited Luojia Lecture Series on Environmental Law
On April 11, 2016, the 27th Luojia Lecture Series on Environmental Law invited the visiting researcher of RIEL, Dr. Liu Nengye, who is the 2000 WHU alumnus and senior lecturer of School of Law, University of West of England. Dr. Liu gave a lecture concerning “China’s Position on Deep-sea Exploitation and Marine Environmental Protection”. The lecture was presided by Prof. Qin Tianbao, Prof. Zhang Hui from Research Institute of International Law, Dr. Hu Bin and students in Research Institute of Environmental Law, Research Institute of International Law, and Institute of Boundary and Ocean Studies attended.
First, Dr. Liu explained and described the concepts of deep-sea exploitation. At the international level, he highlighted the developed and developing countries’ equitable benefit sharing of seabed resources from the perspective of UNCLOS. At the national level, he introduced China's rich deep-sea resources and exploitation activities and clarified his own views on China’s motivation, Then, he explained why China made 2016 “Deep-sea Resource Exploration and Development Law” with legal, policy and economic analysis and pointed out the legal deficiencies in terms of concepts and liability provisions. Finally, Dr. Liu summarized that China will be still developing-oriented and take marine environment protection as secondary status, he expected China to strive to become relevant key rule-makers.
In the interactive session, Prof. Zhang Hui commented around the responsibility of sponsor states in exploitation activities. Professor Qin Tianbao concluded the lecture from the aspects of body and methodology and noted handling the relationship between academic research and national interests carefully and prudently, focusing on categorization, detailed and fine analysis of relevant issues.
